Complete TWO copies of a BATF Form 1 (available at www.titleii.com) and get TWO FBI fingerprint cards from your friendly local C3 dealer (or call BATF, ask for the NFA Branch, and request they send you TWO). You'll also need to complete ONE US citizenship form (I thnk available at Titleii.com, but definitely at BATF).  Get the fingerprint cards done at the state or local police, and get your CLEO to sign-off on the form (CLEO = Cheif Law Enforcement Officer: ie. sheriff, DA, chief of police, with jurisdiction over the city/municipality in which you live).

Send everythin in to the BATF addres on the form along with a $200 check for BATF and wait.

And wait...

And wait some more...

And after about 3 months you should receive one copy of the approved form back.  You can now assemble your SBR.

I'm with you on that one.  Sucks that it also costs $200 for the SBR.  Might was well do a suppressor or something really fun with the stamp fee.

When it comes to marking the receiver I have a few questions.  Someone please correct me if I'm wrong.

I have my approved Form 1 stamp and am ready to make my upper as soon as funds permit.  In the mean time I will need to have my lower marked.  I understand that the text must be a minumum height of 1/16" & .003" deep and that I need to mark it with my name or initials, city, and state where it was made.  Is this correct?

I plan to put this on the front of the mag well as close to the pivot pin as possible without hiding it.  Could I instead put it on the inside of the mag well towards the open end?

This is what I have planned for the markings:

INITIALS
CITY, MT

Will this work as long as it meets the height and depth requirements?  Thanks.

As far as I'm aware, there are no requirements with respect to the location of the marking; only the size and depth of the engraving.  On AR15/M16's, I've even heard of guys marking the receiver underneath (and hidden by)the pistol grip.

Actually, size is not specified except for the serial number.  Depth (.003 inch) is the only specification for marking name, city, and state.  It does say that it must be "conspicuously marked" on the barrel, receiver, or frame, so I do not understand how hiding the marking under anything is "conspicuous."  You would likely never get in trouble unless there was a problem with the arm but hiding the name, city and state does not seem to me to be a good idea, although many do it.
Section 179.102 (a) (2)

Also, initials don't cut it.  I have a letter from the ATFE that you have to use your first name, last name, but you may use your middle initial.  I submitted a question as to what was acceptable:
J.D.S.
J.D. Smith
John D. Smith
John David Smith
They said only John D. Smith, John David Smith, or John Smith was acceptable.

I have used the initials DCH David Carl Hineline for years ATF has approved every form.

John Norrel  used JNAI for John Norrel Arms Incorporated.

Do you really thing that DPMS is a name?
