Can a preban AR15 pistol be turned into a carbine legally? ( 16" barrel etc. )

I you bought it as a fully assembled weapon and it left the factory that way I think you should be good.

I'm not sure. I know that the reverse is illegal--changing from rifle to pistol--but just don't know about this situation. I do know that Thompson Center Contenders and Encores can be changed from pistol to rifle configuration, but they may have a special exemption allowing them to do so. Sorry I could not be of any help.

I think that you might be able to do so but it must be postban configuration.

I think you'd have to look into your state law. For example in NY you can't take a Glock and buy one of those stocks/barrle combos and make it into a rifle. Once a Pistol always a Pistol.
