I have RRA stamped LEO lowers. Since you are buying for duty use, you dont need the lower to be marked LEO use only. The letterhead/PO you use to purchase takes care of all that.

Heavy Metal Armory had them at one time but they have since sold out. You may try Specialized Aramament. I don't know whether they sell stripped receivers or not.

Legal Transfers is selling some Colt LEO lowers right now. They are on page 2 of the equip exchange AR sales forum.
The lowers are not listed on their website.
