If you are talking about AR15's, I believe it means Law Enforcement Only, which means it is a NEW rifle configured as such that it does not comply with the AWB, meaning it can only be purchased/possessed by Law Enforcement officers or Departments (bayo lugs, tele-stocks, flash suppressors, etc).  In other words, you can have Pre Ban features regardless of the date of the rifle being made but it can only be transferred between LE officers/govt/military etc and not normal citizens.

If you mean simply "LEO" it stands for Law Enforcement Officer.
