I am a bit confused on the PRI-SPR upper set-up. Can I mount the SPR handguard myself on a existing barreled upper?

It is not the easiest thing to do, but if you have the right tools, you could give it a shot.

If you can barrel an AR, you can do it.
You will have to remove the existing barrel from the receiver. Then remove the front sight and barrel nut since the PRI tube uses its own barrel nut. The reinstall your front sight or a gas block and you are in business.
