I have been out of the AR15 scene for some time.  Can one legally sell or compete stripped preban lowers?

I saw something about it being unlawful to possess a Post Ban (newly assembled after Sept 13, 1994) assault weapon.  Does this just apply to Post Ban receivers?

for a rifle to be sold keeping it's preban status it must include enough evil features. So a receiver should have a pistol grip and collapsging stock to remain preban.

A receiver sold with an upper should have the pistol grip and one other item or should have flash hider and bayonet lug.
