Let's say I bought a 16" pre-ban upper without a flash suppressor on it, but with threads.. I shave off the bayonet lug and permanently attach a Kurts muzzle break to it.. then attach it to a postban lower.. would that be legal as long as the bayonet lug is shaved off and the muzzle break is permanently attached?

thanks for the reply, I plan on ordering a 16" Preban kit from Model 1.  I dont like adapters (I have one on my Ak-103clone).. they tend to be messy.. but I do have the welding capabilities so I would rather just screw on the muzzle break straight on the barrel (tends to be a helluva lot more rigid) then do the weld.
