The instructions to install the RAS state not to tighten the mounting screw any tighter than 20 inch-pounds.

Short of going out and paying out the ass for an inch-pound torque wrench to measure 20 inch-pounds...what can I do to insure that I do not over-tighten the screw yet still be sure that I get the screw tight enough?

Just snug up the screw untill it feels tight. Use the rifle for awhile and then recheck the screw. That or you could just use some loc-tite.
