I just installed a KAC RIS on a M4.  However it seems way too loose.  The front clamp doesn't tighten down far enough to do anything and if you lightly pull up on the rear of the unit it will pop out of the delta ring.  As it stands this thing is not even safe to use as a handguard let alone to mount anything to it.  What am I doing wrong?  How can I tighten this thing up?

The clamp (if you are referring to the hex head screw that pulls the locking clamp upwards) should be at the rear, not the front.  There should be an arrow on the inner surface that points towards the muzzle.  
Insert the lip of the forward edge under the handguard cap.  The small leaf spring should fit inside the lip of the cap.  Then push the rear of the rail as in a regular handguard into the slip ring making sure that the locking clamp straddles the gas tube with the legs fitting under the barrel nut flange.  
Make sure that the slip ring returns all the way forward, then tighten the locking clamp screw.  The lower rail will then slip in as a normal handguard.
If you've got the rail oriented backwards, that's probably why there is so much play in it.

You must be talking about a RAS.  In the pictures I have seen only the RAS has the hex screw in the rear, the RIS has a slot screw in the front.  I bought this used with no directions and really don't want to mess it up.  How much do you tighten the side screws?  I still cant get the front clamp to tighten enough to do anything.

Sorry about that.  You might want to go over to the accessory board and post there.  Might get an answer there.  I've just got the RAS and the -23, so I can't help with the RIS.
