Im looking at an upper with the Ris II rail and i would like to know if it offers anything over the lite rails?

Dose it have the fat bottom rail like the lite?
Is it easier to take off then the lite?
What is the weight compaired to the Lite?

There are 2 RIS II threads going on in the AR section of the forum.  Someone posted a pic of the RIS II and lite rail side by side, the RIS II bottom rail is noticeably closer to the barrel.  As for your other two questions maybe someone in that htread with both can answer them.  I imagine it attaches the same way as the lite (I don't know for sure, won't have mine in my hands until next week) since the barrel nuts (the same wrench will work from the Lite rail) and attachment method looks similar, but it does have a removable bottom rail.

That's an M4 rail, not a RIS II.

This should help.

If I could get the RIS II with the Omega width and built in QD sockets I think it would be the greatest rail ever.
