What is the proper torque for a LAR 8 varmint?
I have changed to the 1/2 quad, and when assembling it is either 30ish pounds to line up, or
what looks to be 75 pounds or greater to the next hole.

That would be correct.
If you can get it directly to line up at 30 you're good, but if not, take it to the next through-hole you can get to. Never loosen it to get it to line up.
