Trying to figure out the difference between the "Blemished PSA 16" M4 CMV Chrome-Lined Premium Rifle Kit" SKU #45420 for $429.99, and the "Blemished PSA 16" M4 CMV Rifle Kit" SKU #23844 for $459.99?  I love PSA, but hate the reading comprehension crap!  The difference between the two, as best I can tell, is the first one does not specifically say that it comes with a charging handle.

What comprehension is there? Premium is the key word between these two. All rifle kits come with charging handles. In this case, the cheaper one is by far the best option.

This one is the premium upper with FN made barrel.

This one is not, even though it's more expensive. Get the first one.

I see what you say, and would agree, however as much as I like PSA, they have always stated in multiple threads that you must read all the specifications, and if its not mentioned, its not there.  (look at the threads concerning the difference in BCG's that they sell) I sincerely agree that kits are not sold without charging handles, and the point is rather tongue in cheek, on how they state that the items are specified as listed. However, I am quite sure that all barreled uppers sold as "PSA" and not "PTAC" or "Freedom" are in fact FN barrels.  If the difference is "Premium" I would just like someone from PSA to confirm.

Incorrect. The non premium uppers are made by a "mil-spec contractor" according to PSA. most people assume its Wilson.

Premium and CHF uppers are both FN.
