I got my new upper in the mail today and I noticed a little side to side or "rotating" play in my handguards. I'm sure this is normal, but I just wanted to make sure. Are there any fixes to this?

normal....some do it more than others......free float tube or rail has NO movement.

My MOE handguards are rock solid (and a total bitch to get on and off).  My standard middy handguard has some play, but is much easier to work with.

Call me crazy but I really like the look of the standard handguards. I think I'm just going to make this a KISS rilfe, with a 2pt sling, light and optic.

A light and optic aren't KISS
But look into a KAC RAS
It'll solve your handguards issue and you can mount a light on it as well and with the covers on it it looks like the standard handguards.
Check the EE for decent used set for cheaper.
