6921 is shorter (14.5 inches) so if mounted on a lower the lower must either be a NFA SBR lower or a registered pistol lower.  The only diffeence is the length of the barrel.

This, and rollstamp as stated above.

Also 6921's (most that is, as far as Ive seen) have a factory 14.5" Socom barrel (which is medium weight).  My 6921 is 3oz heavier than my 6920 due to barrel profile.

Ok, they are 14.5.
To my understanding, if I had it permanently pinned it should be GTG.

The 6921 has to be removed from the NFA registry.  Finding a dealer to agree to that may be the issue.

The upper would be in that instance but not the lower the lower is in the NFA registry.  You could put a 6921 upper on a non NFA lower if you put an extended flash hider on it that extended past 16 inches and blind pinned and welded it.

In the case of the complete 6921 rifle it is a registered SBR unless you purchased it and paid the $200.00 tax stamp then went through the process to have it removed from the registry at which time you would have to have a minimum 16 inch barrel on it.

Not worth the hassle and headache to end up back at what a 6920 would have given you in the first place.

You can buy non-nfa 6921 lower receivers, but they are hard to find. Do a search on gunbroker.com for 6921 lower receiver. Also knesek does orders of 6921's and de-registers them then pins an extended flash hider making it 16"+.

If you want a 6921 and don't want or can't have an SBR, then I would get on the waiting list with knesek for their next order. I think they will be doing one soon. I called them about it a couple months ago. Or you can always build one up yourself. So buy a 6921 upper assembly and pin a flash hider on it that's long enough to make it 16" (standard A2 flash hider that comes with it is NOT long enough.) Then either buy a de-registered lower or just pick up a LE6920 or MT6400C lower. The 6400C lower actually says M4 Carbine on it which is cool, but you will probably want to take the stock and receiver extension off and put a sliding one on because the 6400C comes with a fixed stock.

Also FYI, de-registered LE6921 lower receivers cost around $1,000-$1,200. You can get a complete LE6920 lower receiver from SAW for $795. You may also consider pinning a flash hider that is a quick detach mount for a silencer like Gemtech or AAC. This will allow you to put a can on it later (if you wanted to.)

HTH!
