The US State Dept. Has rejected my request for an Export Licence for a Colt MT6400C to Italy. It seems that this gun is classified as a military weapon. As you may be aware this is actually a sport carbine, fixed pinned stock, no bayonet lug, no flash hider and has already been exported to Italy.

I went in touch with the State Dept for further information and I was told that it's not the first time that a MT6400C has been reject, but they weren't able to provide me detail about the technical feature that make this process so complicated. They also said that Colt Manufacturing is well aware about this problem, but the last time I call their customer support to seek their help nobody mentioned that.

I would be grateful if anybody could suggest how to handle this.

One thing to look at is that some European countries prohibit civilian ownership of military caliber weapons regardless of how the weapon is merchandized. I think that is the reason for the .222 caliber.

Are you going through an experienced export agent to get your carbine exported, or trying by yourself? The government in many cases prefers to provide services through the middleman, and not to deal directly with the public. For a fee, these middlemen seem to work wonders.,,Shades of Caligula.

Funny to say but my problems has nothing to do with the super -restrictive Italian law. 223 Rem is legal, I can reload and the MT6400C has been already imported and classified into the list of weapon allowed to public, not LE customer.

I have entitled and American Export Agent to apply for the Export Licence on my behalf. This company works for Beretta so I would say it's full referenced. Actually the same day I asked him to support me, he called his contact at the Dept. of State to find out more so his service is fabulous so far.

During his conversation we were told that MT6400C is considered a military weapon, export restricted, but we were not told which technical feature makes this gun "military". The guy at the Dep. of State also said that Colt is aware about this, but never informs the foreign customers that have then lots of trouble exporting this.
We are trying to keep in touch with Colt to find out more, but I hardly understand which could be the bottle neck. It doesn't have flash hider, nor bayonet lug, not collapsible stock, nor less then 16" barrel...... I was told that the bolt carrier is M16 type so I wonder if that is the point. It that was the problem, I wouldn't have then any problem to replace the bolt carrier with an AR15 style.

I confess that I'm discouraged.

I have never tried to export/import a firearm, but i did work for the US govt for a number of years.  the only advice i can give is to be persistent.  i ran into similar problems within the govt system- getting rejected for no particular reason, other than someone thought that it should have been.  i'm not saying that this is the case all the time, but be persistent and get your answers.  more often than not it will work out in your favor.
