In any business, time is money. It probably "costs" bushmaster the same in terms of labor to ship a $5 small part as it does a $500 small part, except they may be making a hundred or two on the $500 part, and only a buck or two on the $5 part. Obviously, it is worth their time to send out the $500 part, but they ain't gonna make any money spending time pulling $5 parts and charging actual shipping.
Besides, TANSTAAFL. In the end, the books gotta balance out. Bushmaster is there to make money - you can be sure any money they "lost" in their old shipping policy was rolled into the price of the rifles. They found that the old, more flexible, shipping policy was either losing them money or not making any, so instead of perhaps increasing prices by a few bucks, now they strictly adhere to posted shipping rates. Either way, you end up footing the bill...
