I came across a Larue OBR lower and was wandering what the chances are of sending it to Larue to get an upper or to just be able to buy an upper

Probably very slim. Anytime the question about purchasing an upper has come in, the answer was no.
Still worth a call to Leander...I am sure they would love to know the serial number on the orphan.

I've seen a few guys on here get an OBR and put the upper on an SR25 lower or the like. Nothing wrong with that, really.
I highly doubt you're gonna get an OBR upper alone from LT. Mark isn't exactly predictable, though.

Yeah Im not sure what he did with the original OBR upper but he had a SR25 EMC upper on it that he sold already.

It would, but at the very least, you can get an AR10 upper for it. Not a total loss?

Does the SR25 have all the extra features (ambi controls etc) that the SR15 does? If so, that would be why I'd guess.

Since the OP is from CA, I am guessing the original owner of the SR25 had it registered as an "assualt weapon" with their AWB but wanted an OBR rather than the KAC upper.
