If I had a Surefire 212A pinned to a 13.7" barrel would that be long enough for the 16" requirement?

No it will not. You have to subtract approx, 5/8th inch from the overall length of the device, so the 212a will only add about 1.7" to the end of the barrel.

Do you have suggestions on what flash hiders would work? I have a be meyers also.
