I'm not really familiar with this process when it comes to uppers and lowers. Correct if I'm wrong, but a company can send you a complete upper and you need to have a lower sent to an FFL?

Lower with serial goes through FFL. Complete upper can be mailed to individual direct.

Was just curious because ADCO says ''completes and receivers'' will be sent to an FFL. Didn't know if it was required of them to do that with an upper for some reason.

All that is true for sale or transfer.  However, if you are sending a firearm you already own, in for work, then it can be returned directly to you (no FFL required).
