1) do you spot weld the pin in place? if the pin isn't tapered i would think it would need to be, but you guys are the experts. No, it is a drive fit pin, it isn't coming out, unless hammered.
2) can i send the barrel only and order the pri gas block from your site to have pinned?  Yes, but you should at least have a barrel nut on it, so you do not have to remove the block to assemble.
