Can I use the MOE rails on the ACR basic handguard without scratching up the barrel because of the screws sticking further out than normal?

I'm in the exact same position that you are in, and probably alot of other ACR owners too. I'll wait for the ACR specific add-on rails, whenever those will be released.........

Well, I got my order in of MOE rails and MOE RVG  from Midway and the RVG with it's mini rail fits but you have to place the grip at about the center of the hand guard. If you put it in much closer towards the receive it hits the barrel removal lever.  Now as far as the MOE rails, even with the heat shield the screws are too long and it will scrape the barrel on any side.  I think a quick remedy to this situation is shorter screws that won't stick out as much inside the hand guard.  Hint hint Magpul

Hope this helps some of you.
