I spoke to my FFL the one who gave me the Liscense. Neither of us do not understand what is wrong with it. I know it is a copie of the orginial and not the orginial one that he has one of. The one I mailed you was a copie of that orginial. These are what I have been giving out and have been having no trouble with other dealers.
I need to know what you need on what special paper and what do you need a blue ink signiture instead of the black one before accepted. I don't want to do anything wrong.

At this time it might be easier for me just to come up and get it instead of having you try to mail it to a FFL. After all I was told I don't have to have a FFL if I come and get it direct from you.

My other choice if that can't be done is get the lower for maybe a higher price but without these problems. I woukld like it cleared up Tomorrow and like I said I will drive out on SAT. to pick it up. Or I will kindly ask for my money back and look someplace else.

I have never had this problem before and wonder if the law has changed in the last 6 months that I don't know about. This is why I am ready to get my FFL. I will do free Transfers for all of you if I get it.

If you are a resident of NY you can't come down and get it in VA.  It has to run through an FFL licensed in your state.

Check the ATF site for further clarification on what Dave needs from your FFL as far as copies go.  It should be in blue ink to distinguish that it is in fact signed not photocopied signature.

The law has not changed in the past 6 months.  The applicable law is Title 22, US Code, Section 2778, Part 178 (Commerce in Firearms and Ammunition), Paragraphs 178.94 and .95.  They require a licensee to have and keep on file a "certified copy" of the recipient's FFL.  It further states that a licensee may reproduce their original FFL and then "certify" it.

Furthermore, on the bottom of the FFL itself, it states:  "DO NOT SIGN THE ORIGINAL LICENSE (emphasis theirs) prior to making copies, as the signature on each certified copy must be an original"

Actually, right below the signature block it says:  "The licensee named herein shall use a reproduction of this license to assist a transferor of firearms to verity the identity and the licensed status of the licensee as prided in 27 CFR Part 178.  The signature on each reproduction must be an ORIGINAL signature.  

Every single distributer, manufacturer and FFL dealer I've dealt with for the past decade has always required a copy with an signature.  No one has ever accepted either a FAX or a copy of a signature (I've signed and mailed thousands of FFLs over the years)  

It's not that I don't want to sell you a stripped lower (hell, I want to sell everyone in the WORLD a stripped lower!).  But, I want to comply with the federal law.

OK I do understand what you are saying....I will try to get back in touch with him,  but I know what he is going to say to me. I will also start looking for another FFL. He was only charging me $15.00 since I am a club member. I get DCM Bushmaster Rifles for $700.00
