Just from things that I've seen in the past, it looks like a GPS tracking device, like the various shipping companies use to keep track of where their big-rigs are.
Been wrong before though.....

Then you won't mind being wrong again. Seriously, there is a group of model builders who know all about this device (I knew from them before I knew here in country, because we don't use the thing) but I still wouldn't feel comfortable talking about it.
