Step 5 of Table 2-1 in AR 600-8-2 Suspension of Favorable Personnel Actions (Flags) reads "Prepare DA Form 268. (See sample at fig 2–1.) Inform soldier of the action." Back when I was in a unit with E1s-E5s, we had to provide copies of counsellings from the Company Commander to Brigade, or prior to that PSB, for anyone who was due to automatically progress in rank or to the promotable list but were being denied. I can't remember if that was a local policy or Army wide. The promotions reg is a fairly recent update so I doubt it wsa an Army wide requirement. I've found numerous requirements for counselling for E4s and E5s denied automatic integration to the promotion list, but little on E1-E3. |

Took it up with my chain today, getting promoted on wednesday, finally, getting unfucked. Supposed to be an effective date of 1 July, so I'll get a little back pay. Thanks for the advice. |
