[ARCHIVED THREAD] - Need I.D. help...

They're doing work on the aqueduct up the street from the prison I work at. I noticed that they have armed security there and I'm assuming it's because they have the pipe opened up.

Anyway, today I saw the security guy wearing a tactical type vest with the acronym LHARA on the back and for the life of me I don't know what dept (if any) that is. Google turned up nothing either

Anyone have a clue?
