Just bought a candy bar from the break room "band candy" box, the on your honor type thing......and I was reminded of a theft case back in my Navy days. I wasn't military police then but I was probably being pushed/led in that direction at the time. It is probably why I remember so many details since I must have been associated with the investigative office.

A stack of newspapers had been placed on the corner waiting for the seller to come collect them. The suspect had taken one of the newspapers, dropped his payment, sat down, and started reading it. Other people came by, took a news paper, dropped off their payment in the location of the suspect, gone on their way. When the suspect was done reading the paper, he gathered up the change that had been dropped on him, put it in his pocket, and proceeded to go on his way ....and he was apprehended by the base police. The matter was probably resolved by his Captain taking his head off some.

Back then, we referred to such people in the Navy as probable burned out druggies, probably after the one (acted like he was burned out, anyway) found with LSD blotters who said he had them because they looked "cute".

Any others wish to relate the simple crook they've run into over the years?

People do what they think they can get away with.

The burned out druggies thing isn't accurate, IMHO. Dummies may take dumber risks, but politicians, doctors and pastors take stupid risks when lying and cheating too.
