Quickly, into the cone of silence before anyone hears!

Ladies, maybe you can help me.  I have a growing collection of police, fire, and ems patches that I've decided I wanted to keep in binders.  Since they're bigger than baseball cards, I had to get some of those 12x12 photo album sheets that have 5 slots for 4x6 photographs.  The patches fit great but they sorta go all over.  They slip around, upside down, and generally try to fall out.

I'd like to keep them still without stitching or gluing them to anything.  Should I just cut 4x6 pieces of felt for them to "grip" on to and slip that behind them?  Any ideas are appreciated.

the felt should work, depending on the backing material on each patch, but if not, you could glue a small piece of velcro to the back of each patch to help it stick to the felt...  I know you don't want to glue them to anything, but the smallest piece of velcro should make a big difference...

and LOL...  "cone of silence..."  that's funny.

I'll give the felt a try and if that doesn't work I may give in and use velcro... Thanks!
