I am a Virginia resident on active duty. PCS orders to California. I can get a 'military assault weapons permit' to take my featureful black guns to CA. The catch is that you can file the registration form once (ie, you can't register your 'assault' weapons and then go buy more).

I have two guns that I recently bought that are still at my Virginia FFL. For logistic/travel reasons I won't be able to pick them up for at least a few more weeks, but I've paid for them and I know the serial numbers.

Here's the question. I want to get the CA registration paperwork in ASAP because God only knows how long that process takes. The form only asks for manufacturer, model, serial #, and caliber (and $73).

Can I submit the registration form before I pick up the guns from my FFL? Or will the registering authority go apeshit if I try to register a gun that (I guess) still 'belongs' to the original dealer or my FFL?

I'm not trying to do anything shady here, just get the things registered soon so I can pick them up and take them to my govt-ordered new home in the Peoples' Republic of California.

Thanks.
