G'day!  I'm looking to buy a few lowers here pretty soon. Earlier I assumed that since I'm 19, that I was legal to buy a lower, but I've heard from many that I am not legal, because technically the lower can be turned into a pistol.  So, l have a mate who is willing to buy the lowers for me.  How do I go about legally transferring the firearms to me, after my friend buys them?  Also, if it makes a difference, the lowers will 99% prob be bought at a gun-show. Thanks guys

That's illegal in America. Your user info says you're in AUS, so I can't tell you what the law is there.

He can't buy them for you but he can gift them to you.

You cant buy a stripped lower under 21 but you can just buy a complete rifle so you may just want to do that.

Not knowing what state you are in we can't tell you if they need to be registered.

Aw, srry guys.  I'm in texas at the moment.  So from what your telling me, theres no way that I can build my own rifle?  That kinda blows since I have half of two builds already....  Is there any legal way around this?

You could buy a lower in a private sale from someone.

You have to be careful if your friend is going to buy it and then sell it to you, or you give him the money to buy it. You're skating on the line as to whether it's legal or not. To me it isn't worth the risk.

You could buy a complete lower from an individual or from a dealer.


See if you can find someone selling complete lowers and order one, then your dealer can transfer it as a 'rifle'.

Have a friend or family member buy the lower and give him the upper and whatever parts to build the rifle complete, after he completes it have him sell it to you.

Not sure I understand why you can't buy, build own in Texas. State law says you have to be 18. I looked over federal law but couldn't find anything. Does one have to be 21 under feral law to purchase a lower or ?  I would certainly check with a local law agency to make sure no matter what we say.

Private transactions between individuals? So who has to know?  The only problem you might have is importing  them to Australia when you return. If you're here on a visa, you should be able to buy a firearm legally.

Sometimes, if you can't stand the answer, it's better to not ask the question.

Federal law says rifles and shotguns for over 18 but under 21.
A lower 9or any other action) is NOT a rifle or shotgun.
The 4473 form was recently changed to add the 'other' class to cover actions.
Since an action is NOT a 'rifle or shotgun' sale to anyone under 21 is now blocked.

Ok, thnx guys.  I actually have dual citizenship (my mother is american, and my father is australian) and I plan on living in the states for a while at least, so importing it back home wont be something I'll half to deal with anytime soon.  So what your saying is, I could have my father buy a lower, give him the rest of the components that I have, have him build it, and then he could sell the complete rifle to me?  Or could he just gift it to me or something?  Could any of this process make it easier for Obama's henchman to seize my rifle later on?  If thats the case, I might half to do something drastic and try and sell what I already have, as much as that would wound me.  Thoughts?

Are you a US citizen?
