If a part of a firearm has become corroded and you need to scrape off the corrosion on the part which may harm the serial # on that part is that illegal?
I know doing it to the reciever is illegal, but is it illegal to do it to internals?

No. Only the receiver must be S/N'd by BATFE regs, so that is all that counts in the US. This is NOT necessarily the case for other countries.
