If you where to make a Firearm that had a 16 inch barrel but would be less then 26 inches long total would  it be the same as an SBR?

How is total length measured if there is a collapsable stock involved (measured closed or open)? Also if it is measured open what about a garand style (the buttstock has a plate that rests on your shoulder) would that be with the extension flipped up or down.

I believe it must be measured with the stock in its shortest position.

OAL measurement is from the forwardmost permanent part of the rifle to the rearmost permanent part of the rifle.
