Is it legal to send a stripped lower through the mail to someone in the same state with out ether being a FFL dealer. State is NC.

Yes, provided the person you're sending it to is legal to receive it, and it's all within your same state.  It's remotely possible there's an NC state law against it, but if so, I'm not aware of it.
