It's been so long since I've done this. What are the laws governing purchasing a long gun from a private individual in a neighboring state?  

Can I just drive 20 miles and conduct a private sale or is it just like any other transaction that has to go through a FFL?

Legally, it has to be transferred to you through an FFL.  Direct private party sales between residents of different states are violations of Federal law.
