I have a verified PreBan Colt 9mm lower that is stamped 9mm NATO on the lower receiver.  I am wanting to convert it to a PreBan .223 rifle.  I went to a local gun smith today and he told me that I could not do that ie. make the stamped 9mm lower into a .223 lower due to the stamping on the lower.  

Is he full of it or can I do this?  Even though the lower is stamped 9mm NATO I would assume that I could legaly make this a .223.

Help would be greatly appreciated.

I don't know the answer offhand, but, there is no restriction that I know of regarding the reverse.  In other words, there is nothing wrong, that I know of, with converting a pre-ban, marked "5.56", into a 9mm with a block.  Don't see why you can't do the reverse?

It is totally legal to use alternative calibers in your AR, or to configure it to do so, as long as other laws (NFA, AW Ban) are followed.
