If I were to buy a post ban 14.5 M4 upper and have this pinned and welded to it would it be considered the legal 16 inches?  I have one on my M15A2 and it is 1 3/4"

As long as the combined fixed length is over 16", you are good to go. (cannot be seperated)

If it was able to be unscrewed, leaving a 14.5" on your Title-1 lower, you will be in violation of NFA, "short barrel rifle".

That's a Wilson brake.  So . . the answer would be "no", since the brake is not long enough to bring you into compliance.  Go with one of KKF's longer brakes.

Forgive me for being dumb in this area, but if the brake measures 1.75 and the barrel 14.5 that is over 16inches.  Does it loose length when screwed down on the threads?

Not a dumb question, you are right.  I was talking about the pic only.  If the brake is long enough to bring the overall length up to or over 16", he's OK.

Thank you.  I thought something was weird about that.  I measured the Wilson brake that I have on my M15 and found it to be 1.75".  I appreciate your patience.

If that's right, then I was wrong all around and apologize.  I had a Wilson brake on a post-ban several years ago and could  have sworn it's overall length was less than 1.5".  Could have been a different brake?  Or, my measuring skills suck.

And yes, you do lose length when it's screwed on, since the threads overlap the barrel by about 3/4".

A 1 3/4" brake, threaded on to a 16" barrel, comes up about 15.5 to 15.6 inches overall.  That's why Kurt and other make "long" brakes and fake suppressors, to bring a 14.5" barrel out to 16" when permanently installed.  You basically need a 2 1/4" long brake/muzzle device to bring a 14.5" threaded barrel out to a legal 16" length when permanently installed.
