Is it legal to cross state lines to ship a rifle to a FFL? I am not a FFL holder by the way. I am selling the rifle to my brother-in-law in Nebraska.

Example: I live in Kansas City MO and the UPS hub is located in Kansas City KS.

Or would it be better to just go through a FFL in Missouri?

No problem as long as you're legal to possess/transport, and if the recipient is in a state other than your state of residence, it goes to an FFL in the receiver's state.
