Well, tried to pick a lower up from my FFL today only to get marked with a "delay" status. I have no idea why the delay now as I've not had any issues with the previous 2 rifles from the same FFL prior to 12/14 and there shouldn't be any past history issue that would cause a delay status. Anyway, started looking around and saw that it's not as big an issue as I thought and came across the NICS UPIN option and I'm wondering if that might be a more hassle free option for me to look into. If anyone might be able to shed anymore light on this subject for me I would appreciate it.
Granted I sell for an an FFL and not the actual holder but this is my experience. No it will not help if your looking to go to a straight proceed. The UPIN i have always dealt with always went to delay. They eventually became a true proceed. Plus the process to get one seems (and from what ive heard) is as long as getting you tax stamp on a Class 3 item.
Worst thing that can happen is you still get delayed. We don't get many UPIN customers in, so I can't remember if they get proceeded or still delayed. I also don't know the turnaround time, but if more than 30 days have elapsed between when you first filled out your form and when you go to pick them up, you have to do a new 4473.
UPIN is really designed for people who have gotten wrongfully DENIED (not delayed). I'm not sure it would help. I get delayed every time as well (despite having no criminal or other DQ record) and looked into it, and most folks I asked told me it wouldn't be worthwhile.
