If a felon fills out a 4473 and marks the convicted felon box the ffl calls it in to the FBI like a normal transaction.  The 4473 obviously gets delayed ,the FFL realises that the felon box is checked and calls back to the FBI telling them about the box being checked...who gets in trouble?

Nobody.  The felon didn't commit perjury, and the FFL didn't transfer the gun.

The call never should be made. The dealer verifies that all but one box is checked NO before he makes the phone call.

Even though the felon did not commit a false statement on the 4473, if the felon was knowingly attempting to obtain a firearm in violation of the GCA of '68, then he/she is prosecutable.

The call should have never been made. Sounds like the FFL is doing a subpar job checking over the form

In VA that call would be made to the state police...who may try to prosecute the buyer.  I also wouldn't be surprise if the state police took some sort of administrative action against the individual seller i.e., suspend their g-number.
