Its for VIP's I dont  think the outside is very nice looking either.
The inside is very nice though. Just think how much better Tigers ordeal would have turned out, if his wife was chasing him with a club while driving this.....

Probably has limited offroad capability.  The bad thing about it is the exterior design.  What high value VIP would want to be in that?  It screams "look at me!!"  Didn't  look to see a price but I would venture to say that an off the shelf Chevy Tahoe with an aftermarket armor job would probably be cheaper than this

Fuck that!  What's an aftermarket armor package run....about $150k?  That plus the cost of a tahoe (say $40k) and you save $120k.   Could you imagine this being used for a VIP entourage?  you see 2 tahoes, then this thing, then another tahoe.  Gee, I wonder where the VIP is?
ETA:  in the article it says $500k.  So really, a person could save $310k

Does it still have the solid axles... those things suck for ground clearance.

Humvees are the machine they are because of its axle design and hgh center mounted engine/transmission.
Lots of clearance and off road prowl without sacrificing center of gravity. The drawback is that the things are slow.
I drive one when it is not broke and would not drive anything else, other than a nimple jeep.
Get used to never having clean hands. Thats the hummer lifestyle. Also the lifestyle comes with a complete know2ledge of the inner workings of the truck. It is like a lego set.
I sacrifice driving over 70mph for the ability to get over most any obstacle .
It is kind of neat to know that I am covering the Prius behind me in a coat of diesel, ATF, burned motor oil, and engine coolant as well. That peace of mind is worth it.
