Maybe, but I know that I can set my phone to "private" and it will relay a similar message. Every phone I have every called (cell or land line) that was cut off said that it was out of service or something similar not that they were not accepting calls. J- |

Do they have call waiting? If not it might be because they are on the other line.
If so, they might have their phone turned off or they are out of a service area. I don't think it means their line has been cut off. Generally you get a message like "The number you have dialed is no longer in service." |
