I believe once the components are mixed its classified as an explosive however if not transported and not used in a commercial fashion then the ATF does not require a federal permit correct?

Yep.  Don't store it either.  As in overnight.  Mix only immediately before using.

Once mixed, you may not transport it on a public road. You have 24 hours after it is mixed to detonate it, or you're violating federal storage laws. Basically, mix it and shoot it shortly thereafter.

Asshats like that are the reason why the BLM wants to close down that area to anything but grazing. Our off road club ( www.snakeriveroffroaders.com ) does clean ups out there 2X a year and we always fill several trailers and a big dumpster each time. Have fun, but clean up or we will loose another wheeling/shooting place.

AN is a strong hydrophile. Once it pulls enough moisture out of the air, it's dead. However, tannerite is a relatively stable explosive; you could mix it and put it in a sealed container (which they provide) and it would probably last years.

Don't do this. I designed and built an ATFE-approved explosives magazine. It isn't trivial.
