ANFO in most I guess. It was done by the land owners.

Usually farmers and property owners. Been on a few around here where beavers damned up the river/creek and cut off water for fields and live stock and the farmers tannerited them clear.

My wifes nephew does that for the state here in East Texas. He actually mixes his explosives custom to fit the needs of the size of the dam.

I guess that's why they don't give gunners explosives...  See, I'd custom mix that shit to fit any size of Dam.  Beaver dam, Hoover dan, you name it... one size fits all.
