Even then, you can't tell exactly where it's at, unless you're tracking it's GPS signal.  Whenever I use google maps without GPS enabled on my phone, it gives a "1000m best guess" as to where I'm at.

Maybe there's something on the other end to track it, I dunno.

One of the Progam Managers where I work used to work for one of the phone companies.

You would be amazed at what they're capable of tracking.

Some carriers offer a "chaperon" service so you can see where your kids' phones are.

The .gov can track you like that, but they are about the only ones. That is one of the key ways they found Pablo Escobar. They didn't realize that you can be tracked even if the phone is off. You need to take the battery out in order to not be tracked by someone who has the desire and ability.

The network keeps tabs on every phone's location so calls/texts can be routed.
If you can find a "cellsite" on a tower or office it will have a network link.
Most phone calls go from site to site via the internet.
If you had a list of cellsite/tower locations and could hack in to the carrier's web traffic you can nail down were the phone was.
