Hypothetically if one was to purchase a Mech-Tech Carbine conversion and put it on a pistol frame, am I correct in thinking that the pistol receiver can no longer be reassembled into a pistol without a short-barreled-rifle tax stamp? Once a rifle, always a rifle?

I think it's "once a pistol, always a pistol", meaning you can make a carbine or rifle out of a pistol (and go back again), but you can't make a pistol out of a rifle. I could be mistaken, however.

Over in Glocktalk they have an ATF letter basically saying that once you attach a stock to a pistol you can not convert it back into a pistol

I don't think it's a debate really. Unless my memory fails me, I thought the same goes for AR lower receivers. You can make an AR pistol as long as that receiver has never been previously assembled into a rifle. You can turn an AR pistol into a rifle but cannot turn it back into a pistol again. Am I incorrect? Wouldn't the same go for 1911 and GLOCK frames?

Rifles may not become pistols.

Only frames/lowers/platforms are ever registered. Who could know what it was ever pinned to unless you tried to sell it as a unit?

Food for thought,
Berretta Neos Are sold as pistols with rifle conversion kits.
Comes with a 16" barrel and a stock.

Well the Carbine Kits are no longer sold and I could find one to buy and was told a mixture of things.


     ok, so...i contacted beretta and heres what they told me.
"Thank you for contacting Beretta Customer Support.

 Beretta has not discontinued the U22 Carbine Conversion Kit (Part
JU22CK1).  Beretta and the BATFE have not reached an agreement as to how to
sell the U22 Carbine Kit as, under current Federal (and many State)
Firearm Regulations, a pistol (such as the U22 NEOS) can not be converted
into a rifle unless it is registered as a separate firearm
.  

 Under current BATFE Federal firearm regulations, an owner of a U22 NEOS would
have to re-register the gun as a rifle.  Under some State laws (such as
California & New York), it would be considered an assault rifle (because
of its 16" barrel length) and would not be able to be sold in those
States.  For these reasons among others, the Beretta U22 Carbine
Conversion Kit is not currently available in the US at this time."
