The only time I've heard it used is when you're trying to sight in a gun, and you can't get a POI. The 3 rounds make a triangle like a "dog eared book page". It happens to me if I have had too much coffee.
If you're talking about some of Dusty_C's freak nasty favorite websites, those are a felony in most states to even log on to. When the disclaimer says "Enter At Your Own Risk" they mean it literally.
