Either to a Gov't entity or a distributor. Now, if that gun is sold in a straw purchase or stolen from a legal owner then that gun ends up on the "black market" it fulfils their statement. It does not however make it legal, which is what they are implying. |

What I am saying is that gun was purchased from the manufactuerer by the distributor, and then purchased from the distributor by the dealer. So it was purchased twice legally. The straw purchase would be illegal, but it would still fulfil their statement. |
