Does anyone have hard data on New Orleans's Budget prior to Katrina? I'm trying to find how much of the Federal $$ actualy made it into Emergency Preparedness prior to Katrina.
I'm in a debate with a woman who insists that more federal money and federal involvement will improve Emergency Management. I say that the root of the problems found during Katrina is in Federal money. You have generations of people living in federal housing, eating federally subsidized food, going to federally subsidized schools ... eventually those people will be incapable of helping themselves. When Katrina hit 20K people were stuck in New Orleans. How many of them were waiting for the government to take care of them? |
