Your doing it all wrong... 
4) No Mag, bolt forward, chamber empty, ejection port cover closed, weapon on safe 3) Mag Inserted, bolt forward, chamber empty, ejection port cover closed, weapon on safe 2) Does not apply (applies to weapons with external hammers) 1) Mag Inserted, bolt forward, round in chamber, ejection port cover closed, weapon on safe. This does of course apply to the M-16 service rifle, if that's what you were inquiring about.
