Depends on who's doing the targeting.

Terrorists target cities.
Governments target military bases and command & control
Crazy people target whatever their voices tell them to.

The word "city" doesn't mean the same thing in the North East as it does in Nebraska, the Dakotas, Wyoming and Montana.
