Whidbey Island is an island in Puget Sound WA. (Northwest of Seattle).  Theres a NAS there.

On float, it is not unusual to set up targets on either the fan tail or sides of the ship, and just shoot.

What's that on the top of the rifle on the far left, it's mounted right behind the front sight.

Also, whats that behind the front sight on the two rifles with the grenade launchers, one is on the top and one on the side.  (batteries maybe?)

The one of the left is an AN/PEQ-2 IR pointer/illuminator and the others are AN/PAQ-4 IR laser aiming device (both are too be used with NVGs).

No.  I'm pretty sure they were falling down an elevator or possibly thrown overboard.

on their backs doing  flutter kicks. commonly known as "rifle PT". and when youre aboard ship and have a live fire they set up targets at 30yds suspended from cables or they'll throw some ammocans overboard and you blast them.
